HKDAP expands distribution

Anchorpoint is a three way partnership established by Commonplace Chartered’s Hong Kong arm, telecommunications firm HKT and Web3 funding firm Animoca Manufacturers. Commonplace Chartered is Anchorpoint’s largest shareholder, and the licensed issuer operates as a subsidiary of the financial institution. 

In February 2025, the companions introduced plans for an HKD-backed stablecoin, after collaborating within the Hong Kong Financial Authority’s (HKMA) stablecoin issuer sandbox since July 2024. In August 2025, they formally established Anchorpoint Monetary and commenced pursuing an issuer license. 

Hong Kong’s Stablecoins Ordinance took impact on Aug. 1, 2025. Forward of its implementation, the HKMA issued supervisory pointers and opened a public register of licensed issuers.

On April 10, the HKMA granted its first stablecoin issuer licenses to Anchorpoint and HSBC’s Hong Kong banking arm. The approvals got here below guidelines requiring licensed issuers to satisfy requirements masking reserve backing, redemption, governance and Anti-Cash Laundering (AML) controls.
